Summary/Abstract: Climate change entails emergence of crucial threats, not only for the environment but also for human rights. Paradoxically, these threats may both result from the very changes in climatic conditions and be a consequence of employment of measures intended as protection against these changes. Ensuring adequate funds is becoming a key instrument in mitigating and adaptation to climate change. Climate resources and funds play an essential role in implementing a human rights-based approach to the climate change issue.
