Summary/Abstract: This article discusses the extent to which the institutional socio-economic and political context in Bulgaria stimulates the implementation of adequate and socially beneficial reforms. The analysis uses as an example the so-called „just green transition“ and its built-in impossibility due to the operation of specific rules and norms. Extractive institutions and the public perceptions of chronic injustice based on them paralyze and make adequate pro-development reforms impossible.
