Summary/Abstract: The rise of private security companies (PBKs) globally, especially after the Cold War, has led to the outsourcing of various sensitive security tasks by states, including military training and management of detention centers. In Serbia, this sector expanded rapidly but with legal and regulatory gaps, resulting in low service quality, untrained staff, and poor public image, despite the adoption of a regulatory law in 2013. Key issues remain in the vague definition of PBKs’ roles, superficial risk assessments, and potential misuse of their powers, especially in public institutions where their presence has led to legal ambiguities and public controversy.
