THE SOCIAL POLICY WITHIN THE FRAME-WORK OF THE CONTEMPORARY LEGAL SYSTEM IN THE REPUBLIC OF MACEDONIA

The authoress stands for study of the interrelatedness of the social policy and the social law and the other branches of law since this relation is of more recent historical origin and has not been researched sufficiently. With the occurrence of the concept of transformation of the public law into the public services system which is based on the highest social norm in which solidarity prevails, the requirement of establishing a completely new branch of law both in theory and practice, i.e. the social law was imposed, in addition to social policy and social protection. Elements of economic, political and social system (with implemented norms of both the international and European social law) are intertwined in his new branch of law.

Povara fiscală în cazul veniturilor din salarii. Studiu de caz în Uniunea Europeană

Taxation plays a fundamental role in creating fair societies and building strong economies. It can help curtail inequalities, not just by supporting social mobility, but also by reducing market revenue inequalities. Fiscal policy can also impact employment decisions, the level of investments and the entrepreneurs’ willingness to expand their activities, which all lead to economic growth. Romania’s revenues from labour taxes is much lower than the European Union average. Nevertheless, the fiscal burden related to income from salaries is relatively high, at 39.8%, while the EU average is 38.2%. These numbers attest to the high fiscal burden in our country in relation to labour taxes.

The concept of development has been used to Express enrichment through economic indicators. However, it was observed that the improvements in economic indicators did not reflect to the general public in the following periods. However, it has been understood that this under standing does not reduce poverty, on the contrary, injustices regarding in come distribution increase poverty. The development policies and under standing of these developments since the late 1970s have focused on "human" and "environment". On the other hand, these arch forrights that started in the field of children's rights has brought the children to the focus of new development policies. In this research, what children in the way of Turkey's development policy and aims to determine to what extent taken into account. The data were collected from the qualitative research methods by document analysis method and interpreted by content analysis. The study is important in terms of questioning development policies in terms of child / child rights by establishing the relationship between development and child / child rights, which is not mentioned in the development literature. In their study results in child development policies in Turkey / child rights issues it has been shown to sufficiently take place.

Social work both in Ukraine and globally is currently developing its own research approaches and knowledge. The article - based on the analysis of foreign scientific literature and the experience of implementing the intervention "Workshop of Opportunities", which was accompanied by an implementation of multi-method research - describes the modern paradigms and strategies of research in social work.It is determined that in the scientific literature we often talk about positivist, interpretive and critical paradigms of research in social work, which differ not only in methodology but also in involving various participants in the research process to build knowledge, which is fundamentally important for the activity and development of social work. It is noted that non-positivist paradigms of research are becoming more widespread, within which subject-subject relations are formed and people who are traditionally excluded from this process are involved in the construction of knowledge.Various research strategies (research in action, narrative analysis, ethnographic research, etc.) and a multimodal approach that may represent the integration of practice and theory of social work are considered. Examples of the use of such strategies in foreign research in social work are given.Self-reflection of participation in the development, implementation and evaluation of the results of the experimental intervention "Studio of Opportunities", which aimed to improve the quality of life related to health in HIV-positive women with children under 6 years by integrating medically and economically oriented programs. The methodology of external and internal evaluation is described, which confirmed that such new interventions can be introduced in social work, for which there are no standardized, validated measurement tools. The conformity of the used research strategies to the ethical principles of social work is discussed, the advantages and limitations of the application of different paradigms (positivist and critical) research are determined.

The welfare state has to fulfill very important functions. For a while, it will still be considered crucial, both for the welfare of citizens and for the ensuring of a favorable environment for the economic development of the country. Due to technical progress, the production capacity has increased so much that an increasing number of people have become useless as inputs. Production limits depend less on the input of human labor, and more on the ability of the demand to absorb various solvent products which have become commodities. However human rights on some of the economic resources have been legitimized by their participation in the production of those resources. How to find solutions reconciling the changed economic role and the consumer aspirations and social legitimacy of these people, objectively excluded from their productive function will be a test of maturity of the democratic systems in coming decades.

The global economic crisis is a challenge to human rights, particularly the social, economic and cultural ones, and above all the right to work, the right to social security, the right to health, the right to education, the right to social protection and to healthcare. As a result, the most vulnerable social categories are facing an increased risk for exclusion and marginalization. In this context, the author deals with the issue of the European Union social dimension, seen in its evolution during the last four decades. A prominent place is held by the Community Charter of the Fundamental Social Rights of Workers and Regulations 883/2004 which simplified the Community rules on the coordination of the social security systems that started to be implemented in 1971. While referring to the Open Method of Coordination (OMC), adopted in Lisbon in March 2004, and based on the country report and the joint report, she makes an analysis of the present situation in terms of social protection and social inclusion as well as the priority actions to be taken for the objectives of the Lisbon strategy be accomplished.

Operationalising desistance through personalisation

This article reports on the early stages of a project to develop a model of offender rehabilitation that operationalises the concept of desistance. The concept of desistance is influential but operationalising it remains a challenge. The aim of this article is to assess whether personalisation of offender rehabilitation has potential as a mechanism for operationalising the concept of desistance. We identify learning from the design and implementation of personalisation in social care, but challenges include the roll out of personal budgets, developing a local market to support consumer choice and the limited evidence base on the effectiveness of personalisation. We specify a project to pilot personalisation in the English probation sector that tests concepts relating both to the design and commissioning of personalised services, including community capacity building to support the supply of personalised services at the local or even micro level. A project evaluation design is also outlined.

The international terrorism represents those acts of violence against people or objects which are under international law protection, it has no country and no borders, so Romania can not escape untouchable of this scourge.The cyberterrorism is a premeditated attack, politically motivated, against information, computer systems, data, fighters/non-fighters, committed by subnational groups or clandestine agents.If we want to define a pro-active legitimate concept, that can prevent and combat effectively the new risks and threats, we must use, on the one hand, a complex combination of policy, legally instruments and actions that must be realized by internal doctrinal efforts and rules, and on the other hand, the activity of integrated security and international cooperation structures.

French third sector participation in probation and reentry: Complementary or competitive?

In France, the third sector is virtually in sole charge of pre-sentence reports, prisoners’ resettlement, and prisoners’ families and victims’ support. It is increasingly in charge of supporting offenders’ reentry and rehabilitation in the community, of community work, of France’s equivalent of approved premises or half-way houses, of treatment programmes, and, in certain cases, of supervision itself. Unlike in England and Wales, there has not been a deliberate privatisation agenda in this jurisdiction; the third sector has simply gradually been forced to undertake the social work that state probation services have progressively forsaken. The French third sector today has little in common with its 19th century origins: it has become much more professionalised. However, it has kept its deep-seated community roots intact and is more innovative and flexible than the prison-imbedded state probation services. For these reasons, it is a much appreciated partner for the judiciary and local authorities. However, on a par with state probation, the third sector is yet to undergo an evidence-based practices revolution and policy-makers do not seem to be concerned by the outcome of their actions.

In the context of complex developments in the security environment, there is a growing tendency to capitalize on the potential of strategic analysis to generate trends and developments by providing early warnings to avoid strategic surprises. This article emphasizes the importance of an effective link between intelligence analyst and intelligence consumer, a determinant factor for strategic analysis in the context in which the strategic component is often an integrator of tactical events that depend on a large number of variables. In this sense, a crucial role is attributed to feedback, as part of the intelligence cycle, through which information analysts can find out the degree of accuracy and usefulness of the products developed and in what direction they should orient their future work. At the same time, beneficiaries have the opportunity to know howto work with analysts, as well as what to ask for and what to offer, including telling them that a situation has already been known so that they receive information that will improve the decision-making process.

The quality of probation supervision: Comparing practitioner accounts in England and Scotland

Whilst community sanctions and measures in the UK have enjoyed considerable academic focus on effectiveness and ‘what works’ (see McGuire, 1995; Maguire et al., 2010), until recently analysts have neglected practices and processes associated with the routine supervision of offenders in the community. Two recent studies of quality in the practice of offender supervision in Scotland and England begin to address this gap by exploring practitioners’ understandings of quality in each jurisdiction (Grant and McNeill, 2014; Robinson et al., 2013a, 2013b; Shapland et al., 2012). This article compares results from both studies, exploring convergence and divergence across key themes and offering a deeper understanding of what quality means in two distinct but connected jurisdictions. Despite significant and enduring differences in the formal arrangements for, and policy contexts of, probation services in England and Wales and in Scotland, our findings demonstrate substantial and significant similarity across what practitioners conceive as the important elements of supervisory practice. Our comparative analysis also found a surprising degree of concordance in practitioner resistance to managerialism – revealing a shared consensus on the importance of values and ethical practice within each country; indeed, shared understandings which seem relatively resilient in both jurisdictions.

Struggles for Recognition and Redistributive Policies

The policy area of housing is associated with a set of contradictory claims over its subject and scope. This includes tension between a market-based understanding of housing, a social-rights-based approach, and a traditionalist approach (as patrimony). Debates about housing intensified after the financial crisis of 2008, especially on Europe’s periphery. The present research focuses on Hungary and Spain, two countries with diverging housing paths after the crisis, in which crisis management and housing debates resulted in a number of housing policy changes. The paper is based on a critical frame analysis of interview data and policy documents about these two sets of policies. It combines Karl Polanyi’s double movement theory with Nancy Fraser’s perspectival dualism to trace recognition and redistribution frames in housing policy discourses in an investigation of the dynamics that led to policy changes. It argues that market expansion and social protection, the two movements in Polanyi’s theory, should not be understood as forces that always clash with each other, but as a set of recognition and redistribution claims that mutually enable or limit each other as they are mediated through policy-making.

(De)legitimation of Power of Agency. A Multimodal Critical Analysis of Social Practices during COVID-19 Pandemic in Romania

The COVID-19 pandemic has been a real challenge to national and international authorities, bringing social and ideological implications. The shift from urgency to action and an appropriate message tailoring are essential in such a sanitary crisis. This article presents a multimodal critical discourse analysis of the Facebook posts of the Romanian Ministry of Health and of the online users’ comments. The aim of the study is to examine how the Romanian authority and citizens use semiotic resources (multimodal texts) in order to give meaning and make meaning of the social practices related to the COVID-19 pandemic. The findings reveal that the Romanian authority mainly focused its messages on (de)legitimizing the actions of various abstract participants in an information campaign meant to counter fake news. The salience of behavioural processes-asinstructions highlighted a reduced agency of the Ministry of Health and an increased agency for Romanian citizens. The online users employed polarization as a discursive strategy to legitimate the Romanian authority’s calls-to-action that challenge the conservative liberalism ideology of the government and to delegitimate the tardiness of these actions.

The article aims to identify the dimensions and factors of policy alienation that have a significant impact on the practice of civil servants when implementing employment policy. The data of the empirical research revealed that civil servants experience powerlessness due to the following factors: insufficient coherence of employment policy objectives with objectives of other social and welfare policies, lack of interinstitutional cooperation, and autonomy in implementing internal institutional requirements. Meanwhile, the factors of meaninglessness are related to red tape and categories, as distinguished by informants, of unemployed clients, whose expectations are incommensurable with the aims and means of implemented employment policy.

NEWS MEDIA AND POLITICAL AGENDA DURING THE COVID 19 PANDEMIC

The year 2020 marked the largest human pandemic in the world since the first century. Covid19 crossed the borders of China and found habitat in the whole world, paralyzing the most powerful countries of the globe, causing hundreds of thousands of victims, postponing thousands of businesses, cancelling millions of flights, keeping enclosed at home millions of people and giving the Nature the freedom to breathe, like never before. The aim of this paper is to explore how the news media and political agendas were shaped during this unprecedented crisis. Did the news media agenda reflect the overall worries of the citizens about the sources of this pandemic? Did it offer a larger view of the reality, of the ramifications and of the solutions to the locked down citizens? Does it have an impact to the political agendas? The overall findings of this research showed us that during the Covid lockdown, the news media agenda was full of information about the pandemic situation and all its economic, political and social consequences but it was also full of information about the welfares of this situation to the Nature. The visual, print and online news media offered to the public not only statistics and emotional videos from hospitals but it also offered extraordinary pictures of the Earth in pause and pictures of the Nature in peace. The news media discourse put the spotlight on the urgent need to stop the human violence towards the Nature. The political discourse shifted from elections to the pandemic situation. Parliamentary, local and presidential elections are postponed in several countries.
