The Challenge of Achieving Sustainable Renewable Energy Policy in Macedonia

Macedonia’s commitment for becoming an EU member state brought many reforms in the country. The energy sector, previously with no strategic vision of its development and no sustainability, has begun to transform to comply with the market economy model. Macedonia made efforts to fulfill the commitments coming from the EU candidate status including reforming the energy sector and prioritizing the renewable sources of energy (RES) policy. However, the general perception is that the invested efforts have not brought the desired results. Although the strategies are put in place, their implementation is progressing slowly hampered by a set of barriers which discourage potential investors. In addition, the undertaken efforts were partial and insufficient since the energy sector reforms are tied to other system reforms. Last but not least, there is an absence of a coherent and horizontal policy in promoting RES and a lack of inter-sector cooperation in the area. These challenges question the long-term sustainability of the RES policy in Macedonia. Having limited investments in RES sector; furthermore a set of policy, financial, legal, administrative and information obstacles which add to the existing investment uncertainty and low environmental awareness, it is of utmost importance, the RES policy to be thoroughly researched. The RES policy is important for Macedonia not only because it is an obligation steaming from the respective international agreements, but because Macedonia has underused RES potential. By investing in RES, the county would secure its future in light of its increasing energy demand, the high import dependency as well as the exhaustibility of the fossil fuels.

How far is Macedonia in fulfilling the requirements under Chapter 27 - Environment of the acquis

Macedonia’s progress under Chapter 27 of the EU Acquis – Environment and climate change has been one of the slowest since the EC started reporting about the reform processes in the potential candidates and candidates’ member states. The issues in the environmental sector have not been high on the Macedonian government’s agenda due to many other problems taking time and money such as public administration and judicial reforms, police reform, human rights, non-majority communities’ rights etc., which usually take priority over the environment. Although as a candidate for membership Macedonia is obliged to work on reforms in every chapter including this one. Some progress has been made in certain areas such as transposing the acquis into national legislation, in particular on waste management or chemicals. However there is much left to be done, and the general observation is that, the most painful and expensive reforms are yet to be implemented. As it was stated in the last progress report from 2012: considerable efforts are required on awareness-raising, setting a more strategic approach for the country, aligning with and implanting EU climate acquis… Administrative capacity at both central and local levels needs to be strengthened. Investments need to be increased, especially in the waste and water sectors. Overall, preparations in the field of the environment are moderately advanced while in the field of climate change remain at an early stage.

Sinking to Zero: the role of carbon capture and negative emissions in EU climate policy

The updated EU long-term climate strategy with its net-zero emissions objective and the IPCC’s Special Report on the 1.5°C target prompt a renewed strategic look at negative emissions and carbon capture. Reaching net-zero greenhouse gas emissions requires more carbon sinks and other approaches to remove CO2 from the atmosphere. Furthermore, it will also require carbon capture technology to deal with residual emissions in energy-intensive industry that are otherwise difficult to avoid. Carbon capture and negative emissions are necessary, not just to compensate for any residual emissions, but also in their own right to reach the objectives set out in the Paris Agreement. Conventional mitigation should get precedence over compensation through negative emissions, owing to its high costs and resource demand. Trade-offs between mitigation and various negative emissions technologies should be acknowledged. Some approaches have only limited potential. Others require significant amounts of low-carbon energy and infrastructure.

Niedokończona reforma. Bilans transformacji energetycznej w Niemczech w okresie rządów wielkiej koalicji 2013–2017

W kończącej się kadencji rządu koalicja CDU/CSU-SPD wdrożyła kluczowe zmiany ustawowe umożliwiające dalszą realizację transformacji energetycznej (Energiewende), zakładającej całkowitą przebudowę niemieckiego systemu energetycznego do 2050 roku. Termin Energiewende (zwrot energetyczny) został rozpowszechniony w Niemczech w 2011 roku, kiedy w reakcji na protesty społeczne po katastrofie elektrowni w japońskiej Fukushimie rząd ogłosił przyspieszenie wyłączania elektrowni jądrowych oraz zaczął używać tego terminu do popularyzacji strategii energetycznej, której głównym celem jest rozwijanie odnawialnych źródeł energii (OZE)1. Długofalowe cele Energiewende to redukcja emisji gazów cieplarnianych o 80–95% do 2050 roku oraz zwiększenie udziału odnawialnych źródeł energii w zużyciu energii pierwotnej do 60% (obecnie 13%). W przyszłości zielona energia elektryczna ma zastąpić nie tylko tę produkowaną w konwencjonalnych elektrowniach, ale również gaz ziemny w ogrzewaniu i ropę naftową w transporcie. Należy jednak pamiętać, że korzenie koncepcji Energiewende sięgają końca lat siedemdziesiątych XX wieku i protestów przeciw rozwijaniu energetyki jądrowej w Niemczech. Państwo niemieckie wspiera zaś rozwój odnawialnych źródeł energii na szeroką skalę od końca lat dziewięćdziesiątych. Transformacja energetyczna cieszy się szerokim poparciem społecznym, popierają ją również wszystkie partie polityczne, a różnice programowe dotyczą jedynie tempa realizacji strategii, ale nie celu. Energiewende stała się elementem niemieckiej tożsamości i ważną częścią pozytywnego wizerunku Niemiec. Tym samym strategia ma bardzo duże znaczenie dla niemieckiej polityki.

Ekonomické a správní nástroje ochrany krajinného rázu

The publication analyses and discusses legal and financial tools, including international strategies and policies, relevant to the protection of landscape character with a focus on agricultural impact in the Czech Republic. The first section summarises the available Czech literature on the subject and includes an analysis of the changes in scale of Czech farms after 1989. The second section summarises relevant financial instruments and their influence on landscape character. In the third section, a more detailed analysis of selected tools is attempted, including several case studies describing their use and impacts in practice. Section four summarises relevant international agreements, strategies, policies, and national and regional government programmes, and discusses their influence on landscape character in the Czech Republic. In the fifth section, policy changes on a national, international, and regional level favourable to landscape character are suggested. The summary in section six offers some general comments, including a plea for more effective control mechanisms and for more complex policies and strategies integrating small-scale rural renewable energy production with water and landscape character conservation and sustainable agricultural production based on local economic and biological loops.

Energiewende: And the Energy Security of the Czech Republic and Poland

The study focuses on the impact of the Energiewende (EW), i.e. German shift towards a decarbonized economy, and more specifically the large-scale deployment of renewable energy sources (RES), on the energy sectors of its eastern neighbors – the Czech Republic and Poland. Firstly, we provide a reflection of the EW by the Czech and Polish grid operators and energy policy decision-makers. Secondly, we introduce the possible pathways of EW’s future development, using the scenario analysis method. Thirdly, we provide a thorough explanation of the impact mechanisms through which the changes on the German electricity market are translated to changes to the ones of the Czech Republic and Poland. Fourthly, we evaluate the impact itself. Lastly, we provide a set of recommendations to both Czech and Polish decision-making bodies.

One of the most researched and discussed problems of the Bronze Age in the Aegean is the question of the absolute date of “the Santorini eruption”, i.e. the explosion of the Santorini volcano, a disaster that affected the lives of people in the vast region from Egypt to the Middle East to Central Europe. Opinions of natural sciences and traditional archaeology do not match as they determine that the event could have happened in a broad period from the mid-17th to the end of the 16th century BC. The work analyses individual arguments and methodological approaches and tries to address the question of the disagreement between them.

Historyczne porozumienie w Paryżu: znaczenie dla Polski i Unii Europejskiej

W Paryżu 12 grudnia 2015 r. wynegocjowano pierwsze od prawie 20 lat porozumienie, którego celem jest zapobiegnięcie nieodwracalnym skutkom zmian klimatu. Najważniejsze cechy nowej umowy to jej globalny zakres – wszystkie 195 państw będzie musiało redukować emisje gazów cieplarnianych, oraz trwałość – nie wyznaczono daty końca jej obowiązywania. Powstał zatem system koordynacji działań na całym świecie, co oznacza, że Unia Europejska nie będzie prowadziła polityki klimatycznej w odosobnieniu. Zmniejszy to negatywne konsekwencje dla konkurencyjności europejskiej, ale też polskiej gospodarki.

Monografia poświęcona badaniom cyklu życia produktu turystycznego w polskich miastach na przykładzie Poznania. Na kształtowanie się funkcji turystycznej miasta i tym samym cyklu życia produktu miasta wpływ mają czynniki polityczne, gospodarcze i stan świadomości społecznej. Polskie miasta przez ponad 40 lat działały w warunkach wynikających z ograniczonego prawa obywateli do własności i podejmowania decyzji gospodarczych, a także silnego scentralizowania tych decyzji (ubezwłasnowolnieni byli nie tylko obywatele, ale także samorządy). Autorzy, dążąc do celów metodycznych i poznawczych, zadawali sobie następujące pytania. Czy i jak można wobec powyższego mierzyć cykl życia produktu turystycznego w polskim mieście w długim okresie, np. 60 lat? Co utrudnia taki pomiar? Jakie czynniki polityczne, ekonomiczne i społeczne wpływają na kształtowanie się cyklu życia w odmiennych uwarunkowaniach ustrojowych i czy w związku z tym możemy mówić o uniwersalnym charakterze teorii cyklu życia produktu? Przyjmując, że transformacja ustroju społeczno-ekonomicznego w Polsce ma charakter trwały – jak w nowych uwarunkowaniach można mierzyć poziom natężenia, dynamikę rozwoju funkcji turystycznej miasta? Czy jest możliwe porównanie rozwoju funkcji turystycznej Poznania z innymi miastami w ujęciu dynamicznym? Zakładając, że sposoby oddziaływania samorządu na rozwój turystyki uzależnione są od poziomu funkcji turystycznej – w jaki sposób oceniać oddziaływanie samorządu na rozwój funkcji turystycznej Poznania i jak umożliwić wczesną diagnozę popełnianych błędów? Rozwój turystyki w mieście uzależniony jest także od jego mieszkańców. W jaki sposób badać i jak interpretować ocenę rozwoju funkcji turystycznej Poznania przez jego mieszkańców? Jeżeli w warunkach gospodarki rynkowej można mówić o regularnych zmianach faz cyklu życia produktu zgodnie z koncepcją R. Butlera, to celem nadrzędnym opracowania jest określenie sposobu oddziaływania władz miasta na rozwój turystyki w fazie, w której obecnie znajduje się Poznań.

Accounting challenges for sustainability and innovations

The aim of this e-book is to present the most important aspects related to sustainability, corporate social responsibility and innovation from an accounting perspective. The book contains parts that deal with accounting aspects of sustainability and innovations. The book consists of ten chapters devoted to relevant and topical issues of sustainability and innovations. Chapter 1 'Sustainability and Corporate Social Responsibility in accounting' is an introduction to further considerations and deals with the essence of sustainable development, corporate social responsibility and their recognition in accounting. Chapter 2 'Social responsibility reporting standards' presents the most important reporting guidance such as GRI, OECD, United Nations Global Compact, International Organization for Standardization. Chapter 3 'Narrative reporting' focuses on descriptions and explanations in accounting reports. The chapter presents the links between accounting and language, the development of accounting narratives and the factors determining the use of narratives. Chapter 4 'Integrated reporting' discusses the motivations, objectives and the process of preparing an integrated report. Integrated reporting can prove to be an effective tool for businesses looking to shift their reporting focus from annual financial performance to long-term shareholder value creation. Chapter 5 'Non-financial reporting' in selected European countries presents the experience of Croatia, the Czech Republic and Poland in the field of preparing non-financial reports. A significant contribution to promoting the importance of sustainability reporting was made by the Non-Financial Reporting Directive (2014/95/EU). Chapter 6 'Socially responsible investments' discusses the essence of socially responsible investing and socially responsible investment. Socially responsible investing (SRI) is a decision making process concerning the allocation of free financial resources, where the investor aims at maximization of profit and minimization of risk on one part and includes the socio-ethical and environmental-ecological considerations on the other. Chapter 7 'External costs – accounting perspective' describes costs connected with using goods such as air, soil, water, silence or the aesthetics of the surroundings. One of the biggest problems for accounting in the future will be measuring the volume of using these goods or measuring the size of reduction in the quality of public goods suffered and assigning the decrease to particular companies. Chapter 8 'Derivatives in accounting' is devoted to financial instruments and presents two different approaches to accounting of derivatives: general model and hedge accounting. Derivatives are used to protect the enterprise against financial risk related to changes in prices on the markets, changes in the exchange rate or changes in interest rates, as well as for commercial purposes. Chapter 9 'Costs of research and development' shows the company's activity in the field of research and development and the related costs. R&D constitute an increasingly important element of the functioning of enterprises. Chapter 10 'Cryptoassets – nature, valuation and disclosures in accounting' focuses on cryptocurrencies (e.g. Bitcoin, Ethereum etc.) and digital tokens which are specific rights or values representatives. As a result of the transformation on the financial market, we are currently dealing with cryptoassets, which are a creation of blockchain technologies and the changing habits of the digital society. One of areas that there are a lot of doubts regarding these new technological solutions is accounting.

Determinanty zarządzania społecznie odpowiedzialnego w sektorze małych i średnich przedsiębiorstw

Monografia jest próbą kompleksowego podejścia do tematu społecznie odpowiedzialnego działania mikro, małych i średnich przedsiębiorstw. Problem badawczy sprowadza się do pytania, jakie czynniki i w jakim stopniu determinują społecznie odpowiedzialne zarządzanie w sektorze MŚP w Polsce. Sformułowane przez autorkę wnioski, a także zalecenia zawarte w monografii mogą okazać się użyteczne dla przedsiębiorstw sektora MŚP. Znajomość determinant zarządzania społecznie odpowiedzialnego może przyczyniać się do kształtowania społecznie odpowiedzialnych organizacji. Ponadto poznane determinanty mogą wspomóc proces przetworzenia koncepcji CSR w taki sposób, by była ona odpowiednia do specyfiki funkcjonowania mikro, małych i średnich przedsiębiorstw. Praca ma charakter teoretyczno-empiryczny. W rozdziale pierwszym opisano główne czynniki wzrostu zainteresowania koncepcja? społecznej odpowiedzialności biznesu wśród organizacji. W rozdziale tym szczegółowo omówiono istotę oraz teoretyczny kontekst społecznej odpowiedzialności oraz wskazano na podstawowe korzyści, jakie z niej wynikają. W rozdziale drugim opisano specyfikę funkcjonalna? i zarządczą sektora mikro, małych i średnich przedsiębiorstw. Wyjaśniono istotę zarządzania społecznie odpowiedzialnego w MŚP. Scharakteryzowano zarządzanie społecznie odpowiedzialne w ujęciu procesowym, uwzględniając przy tym specyfikę małych i średnich przedsiębiorstw. Opisano tu również najważniejsze obszary społecznej odpowiedzialności i proces zarządzania interesariuszami w MŚP. Na koniec opisano systemowe podejście do zarządzania zgodnego z CSR w organizacjach mikro, małych i średnich. W rozdziale trzecim na podstawie źródeł literaturowych określono i scharakteryzowano zewnętrzne i wewnętrzne determinanty społecznie odpowiedzialnego zarządzania w sektorze przedsiębiorstw mikro, małych i średnich na świecie i w Polsce. Kolejne rozdziały poświęcono metodyce, wynikom, ocenie i wnioskom płynącym z badan? empirycznych przeprowadzonych w polskim sektorze przedsiębiorstw mikro, małych i średnich. Przedstawiono wyniki badan? dotyczące znajomości pojęcia CSR oraz sposobów jego definiowania wśród badanych przedsiębiorstw. Ponadto przeprowadzono ocenę ważności i charakteru przesłanek oraz działań społecznie odpowiedzialnych podejmowanych przez MŚP w poszczególnych obszarach CSR. Przedstawiono również hierarchie? ważności czynników determinujących zarządzanie społecznie odpowiedzialne w przedsiębiorstwach mikro, małych i średnich. W dalszej kolejności zaprezentowano wyniki analizy współzależności między czynnikami wpływającymi na społecznie odpowiedzialne zarządzanie a wybranymi cechami, takimi jak rodzaj prowadzonej działalności, liczba zatrudnionych pracowników oraz struktura kapitału. Na koniec przedstawiono także analizę współzależności między wdrożonymi znormalizowanymi systemami zarządzania a zaangażowaniem badanych organizacji w inicjatywy CSR.

Społecznie odpowiedzialne inwestycje w sprawozdawczości przedsiębiorstw

Celem monografii jest zbadanie w aspekcie teoretycznym, poznawczym i praktycznym koncepcji społecznie odpowiedzialnego inwestowania oraz ocena możliwości prezentowania społecznie odpowiedzialnych inwestycji w sprawozdaniu przedsiębiorstwa. Pierwszy rozdział w całości został poświęcony podmiotowi pracy, czyli przedsiębiorstwu oraz jego interesariuszom. Przedstawiono również paradygmat zrównoważonego rozwoju, który stał się punktem wyjścia w rozważaniach na temat koncepcji społecznej odpowiedzialności przedsiębiorstwa. Drugi rozdział przynosi prezentację obszaru badawczego, tj. sprawozdawczości przedsiębiorstwa. Przedstawiono dylematy współczesnej sprawozdawczości finansowej dotyczące harmonizacji i standaryzacji sprawozdań finansowych, wyceny pozycji sprawozdawczych oraz użytkowników informacji zawartych w sprawozdaniu finansowym. Rozdział kończą rozważania na temat jakości informacji sprawozdawczej. Rozdział trzeci poświęcono problematyce inwestycji w systemie rachunkowości. Podjęto analizę istoty i zakresu przedmiotowego pojęcia „inwestycje” w regulacjach prawa bilansowego. Omówiono również problematykę wyceny i prezentacji inwestycji w sprawozdaniu finansowym. Zawarto tu wyniki badań empirycznych dotyczących prezentacji inwestycji oraz efektów działalności inwestycyjnej w sprawozdaniu finansowym i pozostałych elementach sprawozdania przedsiębiorstwa. W rozdziale czwartym wyjaśniono istotę koncepcji społecznie odpowiedzialnego inwestowania. Scharakteryzowano jego strategie oraz motywy. Przywołano wyniki przeprowadzonych przez Eurosif, GSIA i US SIF badań dotyczących społecznie odpowiedzialnych inwestycji na świecie, w Europie i w Polsce. Piąty rozdział poświęcono prezentacji wyników własnych badań empirycznych na temat ujawniania informacji o społecznie odpowiedzialnych inwestycjach.

Humans and Their Environment, Beyond the Nature/Culture Opposition

The modern concept of “nature” appeared during the 17th Century: nature as a mechanical object to be submitted to reason man. A long tradition refers to the concept of nature in the Greek phusis. It is referring to a dynamic process that engages in criticizing the modern paradigm of nature as opposed to culture.As it is, the principle of the domination and exploitation by humans of what we consider as nature is at the heart of the ideological, economic and financial models imposed by neoliberal capitalism. Based on the objective of growth, this model shapes and destroys human communities as well as the environment on which they rely and sustain.The climatic urgency as well as the limited capacity of the resources of the earth, require a transition towards an ecosocialism for another world. The anthropological confrontation with the Greek phusis invites to a break with capitalism based on a large scale and speedy use of technologies and with the only objective of financial gain. The result has been destructive productivism. Instead, we have to take into account the complexity of and interactions between human societies and their technical practices in their environment. The survival of one or the other is at stake. In sum, nature is culture.

GEOPOLITICS IS LOCAL: RAMIFICATIONS OF CHINESE PROJECTS FOR HUMAN SECURITY IN SERBIA

The research was conducted in three Serbian cities with large PRC investments -Smederevo, Bor and Zrenjanin - to establish the impact of these projects on local communities and how they affect human security, understood in terms of human rights and human dignity. In that regard, several forms of human security endangerment were observed in the course of the research project:• Environmental hazards: Since the arrival of the PRC investments, cities of Bor and Smederevo have recorded a major surge in the emission of various harmful particles. Environmentalists have so far filed several criminal charges against Chinese companies for air pollution, including pollution of the river Mali Pek. The future will bring further environmental challenges for the inhabitants of Zrenjanin, as the Linglong tyre factory could endanger the nature reserve Carska Bara as well as the food production in Vojvodina.• Public health: Serbia is a country with the highest rate of pollution-related deaths in Europe. Cities of Bor and Smederevo have experienced a rise in the rates of cancer and various other respiratory and heart diseases connected with industrial pollution.• Socio-economic and human rights: A feature of Chinese projects is the influx of labor from Asia to Serbia. A whole range of exploitative practices against foreign and domestic workers has been recorded in all PRC projects, including human trafficking of Vietnamese workers for the purpose of labor exploitation. Despite public pressure, the Serbian authorities are ready to tolerate violations of labor and human rights in order to maintain foreign direct investments, employment and political rating.• Rule of law: PRC projects are often declared as those of ‘national interest’ and are characterised by the lack of transparency and public scrutiny. PRC investors enjoy privileged treatment by local authorities and administration that adjust the legal framework and make numerous concessions at the expense of citizens and local communities.• Cross-cultural issues: The fact that Chinese workers are not trying to integrate and interact more profoundly with the local communities remains a big problem. Natural Disasters as Detonators of Sociopolitical Change: Bosnia-Herzegovina 2014-2020

The report ifs briefly summarizing the potential of natural disaster to initiate a required social and political change in a divided society, when other methods of integration and resolution have proven ineffective. By comparing the Balkan floods of 2014 with the current COVID-19 pandemic, it is possible to observe certain changes in the posture of the former-Yugoslavian countries and their collaboration by using the last vestiges of once-robust civil-defense (and general national defense / protection) of the former Yugoslavia. The current response is adequate, but the lengthy period of stagnation, decentralization and unresolved issues stemming from the Yugoslav conflict have left considerable present-day challenges. Similarly there were missed opportunities for improving collaboration and crisis management in the aftermath of the 2014 flooding event. The current crisis presents new management opportunities to overcome the problems and evolve the legacy solutions in the time of crisis. The reader is cautioned that this is an evolving situation, and some of the events described within, are bound to change rapidly, hence this communiqué should be considered as a snapshot in time during the pandemic-response in the Western Balkans in the second half of March, 2020.
