In July 1990 the Center for the Study of Democracy carried out a post-election opinion poll study of the political orientations of the Bulgarian electorate. The study used the method of the direct questionnaire, carried out on a random sample of about 3 000. Parallel with this study, the Center carried out a testing for the values orientation of the respondents. The test was a kind of continuation of the questionnaire, was targeted at the same respondents at the same time as the poll itself.

Follow up – Macedonia and IPA Funds – guidelines for Civil Society Organizations & expectations for the future

In 2009, Analytica published the report Macedonia’s lagging behind in efficient usage of EU funds (IPA, Framework Programmes). In 2009 the country was still just getting to know all the complex procedures and labyrinths that the EU funding represents. The conclusion was that: “…the overall feeling is that compared to Croatia and Turkey, Macedonia is lagging behind in terms of IPA usage. Institutional capacity has been a persistent problem and there have not been sufficient trainings of the private sector in the past years either, which adds to the situation Macedonia is in.” It can be said that several important occurrences happened since the IPA funding was established in 2007. Even though Macedonia’s integration is in a limbo at the moment due to the Greek veto over the name dispute, the funds flow each year towards the capacity building of the county and the state, private and civil sectors. The process of the reforms does not stop and the better the country is prepared for the negotiation process the smoother it will run once it starts. Therefore the country should strive to full usage of the numerous EU funds that are open for the Macedonia’s institutions, private and civil sector.

Dangerous Liaisons: The Alternative for Germany and Right-wing Extremism

Until recently, links between the Alternative for Germany (AfD) and right-wing extremist organizations have not weakened the party’s record. Yet, after anti-Semitic and racist attacks, its image as a radical party is becoming an increasingly serious obstacle in attracting new voters and overcoming political isolation. Lack of prospects for participation in government and the fact that some of the grouping are under the surveillance of counter-intelligence may lead to a loss of votes and gradual marginalisation of the AfD.

Po atakach na tle antysemickim i rasistowskim wizerunek partii radykalnej staje się coraz poważniejszą przeszkodą w pozyskiwaniu nowych wyborców i przełamywaniu politycznej izolacji. Brak perspektyw na udział w rządzeniu i objęcie części ugrupowania obserwacją kontrwywiadu może doprowadzić do utraty głosów w kolejnych wyborach oraz stopniowej marginalizacji AfD.

China on the Hong Kong Protests: 2 Scenarios

The radicalisation of the protests in Hong Kong has destabilised its economy and public life. This contradicts Chinese Communist Party (CCP) propaganda of a region that since 1997 has successfully reunited with China. The Chinese authorities have not rejected the use of military force on the streets of Hong Kong but first will try to take control of the situation through the local authorities, who have reduced the freedom of assembly and authorised brutal actions by police. These measures break the resolution in the Sino-British declaration of 1984 and are violations of international law. If the situation in Hong Kong deteriorates further, the EU will be forced to take a more determined position.

Radykalizacja protestów w Hongkongu destabilizuje tamtejszą gospodarkę i życie publiczne. Przeczy propagandzie Komunistycznej Partii Chin o sukcesie integracji regionu z Chinami. Władze chińskie nie wykluczają wyprowadzenia wojska na ulice Hongkongu, ale w pierwszej kolejności próbują opanować sytuację za pośrednictwem lokalnej władzy. Ogranicza ona prawo do zgromadzeń i autoryzuje brutalne działania policji. Oznacza to łamanie postanowień deklaracji chińsko-brytyjskiej z 1984 r. i stanowi naruszenie prawa międzynarodowego. W przypadku zaostrzenia sytuacji w Hongkongu UE będzie zmuszona zająć bardziej zdecydowane stanowisko niż dotychczas.

The Influence of the Domestic Situation on Russia’s Foreign Policy

The increasing dissatisfaction of the Russians due to the deteriorating socio-economic situation in their country has resulted in declining support for President Vladimir Putin and the government of Dmitry Medvedev. To strengthen their position, the authorities may be more inclined towards confrontational foreign policy, which corresponds to the great-power ambitions of Russian society. If so, the EU might expect more intensive actions aimed at weakening its unity, and for Poland specifically (indicated in the polls of the Russian public as one of their country’s greatest enemies) there could be a continuation of the campaign that disavows its “anti-Russian” foreign and historical policy.

Aby wzmocnić swoją pozycję, władze mogą być bardziej skłonne do prowadzenia konfrontacyjnej polityki zagranicznej, co odpowiada mocarstwowym ambicjom społeczeństwa. Dla Unii Europejskiej oznacza to intensywniejsze działania skierowane na osłabianie jej jedności, a dla Polski – wskazywanej w sondażach jako jeden z największych wrogów Rosji – ciąg dalszy kampanii dezawuujących jej „antyrosyjską” politykę zagraniczną i historyczną.

Protests in Hungary: No Significant Consequences for the Government

Protests in Hungary that have been ongoing since mid-December against changes to labour laws and the judicial system will not weaken the authorities and will not lead to a socio-political crisis. The joint participation of opposition parties in the street demonstrations will not translate into political cooperation. The upcoming election campaign for European Parliament (EP) will reveal the diverging interests of the opposition forces. Competition between them is likely to help the governing Fidesz achieve a clear victory. The chances trade unions will hold a general strike are small, also due to legal restrictions introduced earlier by the government.

Trwające na Węgrzech od połowy grudnia protesty m.in. przeciwko zmianom w kodeksie pracy i sądownictwie nie doprowadzą do osłabienia władz i kryzysu społeczno-politycznego. Wspólny udział partii opozycyjnych w demonstracjach ulicznych nie przełoży się na ich współpracę polityczną. Różnice interesów uwidoczni kampania przed majowymi wyborami do Parlamentu Europejskiego (PE). Konkurencja między siłami opozycji prawdopodobnie ułatwi Fideszowi odniesienie wyraźnego zwycięstwa. Szanse na zorganizowanie przez związki zawodowe strajku powszechnego są niewielkie, m.in. ze względu na restrykcje prawne wprowadzone wcześniej przez rząd.

Increased Tensions in Kashmir: Consequences for India and Internationally

The deteriorating security situation in the Indian state of Jammu and Kashmir is becoming a growing challenge for India. Reports on violations of human rights are increasingly publicised. The mass protests of the Kashmiris against the Indian authorities are not weakening, and the risk of escalating conflict between India and Pakistan is increasing due to more frequent exchange of fire on the border. It is unlikely that peace in the region could be brought about in the near future. Kashmir will therefore remain a source of internal instability in India, a flashpoint in the conflict with Pakistan, and an increasing problem for EU relations with India.

Masowe protesty Kaszmirczyków przeciw indyjskim władzom nie słabną, częstsza wymiana ognia na granicy z Pakistanem niesie ryzyko eskalacji konfliktu indyjsko-pakistańskiego. Mało prawdopodobne, żeby w najbliższym czasie udało się zaprowadzić pokój w regionie. Kaszmir pozostanie zatem źródłem niestabilności wewnętrznej Indii, punktem zapalnym wojny z Pakistanem i coraz większym problemem w indyjskich relacjach z UE.

Protesty na Białorusi stanowią wyzwanie dla władz, gdyż obok haseł poprawy warunków materialnych – wysuwanych po raz pierwszy od lat 90. XX w. – manifestujący coraz częściej formułują postulaty polityczne. Jak dotąd białoruskie władze reagują w sposób ograniczony – nakładając kary administracyjne przede wszystkim na działaczy opozycji. W najbliższym czasie zapewne utrzyma się intensywność manifestacji, które mogą też przybrać bardziej masowy charakter. Niewykluczone jest jednak łamanie praw człowieka przez siły porządkowe. Dalszy przebieg zdarzeń może skłonić Rosję do bezpośredniego zaangażowania.

By temu zapobiec, rząd niemiecki zamierza podjąć działania prewencyjne, jednak wobec nowych form internetowego zagrożenia mogą się one okazać niewystarczające.

What Lies behind the Anti-West Outburst in Russia?

During 2014, Russian society underwent an unprecedented shift in perceptions of Ukraine and the West. This is the effect of a deliberate misinformation campaign by the Kremlin, facilitated by the government’s practically full control of media messages inside the country, enhanced by a skillful appeal to the population’s aspirations and grievances. Although the Kremlin holds a tight grip on the Russian public opinion, the West has to invest more in outreach activities targeting various social groups in Russian society. Given that Russia’s information manipulation campaign spreads far beyond Russian borders, the West should actively create and develop tools to defend its information space and address the Russian speaking public in the Eastern Partnership countries.

W 2014 r. w rosyjskim społeczeństwie zaszły bezprecedensowe zmiany dotyczące stosunku do Ukrainy i Zachodu. To skutek celowej kampanii propagandowej prowadzonej przez Kreml, możliwej dzięki praktycznie całkowitej kontroli nad krajowym przekazem medialnym, wzmocnionej przez umiejętne odwoływanie się do nastrojów społecznych. Chociaż Kreml ściśle kontroluje rosyjską przestrzeń informacyjną, Zachód powinien inwestować w działania skierowane do różnych grup rosyjskiego społeczeństwa. Przede wszystkim jednak, ponieważ rosyjska kampania manipulacji i dezinformacji wychodzi daleko poza granice kraju, powinien aktywnie tworzyć i rozwijać narzędzia służące obronie własnej przestrzeni informacyjnej i komunikacji z rosyjskojęzycznymi odbiorcami w regionie Partnerstwa Wschodniego.
