In 2015, the Ministry of Health in cooperation with key governmentinstitutions and the support of the World Health Organization initiated anactivity for updating the Operational Plan for Preparedness and Responseof the Health System during risks, dangers, crisis, disasters and/or states ofemergency in the Republic of Macedonia (further in the text Operationalplan for preparedness and response of the health system during states ofcrisis), which was adopted in 2009 in order to provide an intersectoralcooperation and participation of all relevant institutions connected to thejurisdictions in health concerning:• timely planning and taking operational measures for response tostates of crisis/emergency,• timely and rapid announcements,• constant communication and cooperation,• raising the health care system,• connection to the protection and rescue system and crisis managementsystem.The Operational plan for preparedness and response of the health systemduring states of crisisis developed as part of the National Strategy forHealth until 2020.

Türkiye'de yoksullukla mücadele ve sosyal transfer harcamaları

Increasing income inequality and poverty in today’s capitalist societies draws the attention of public opinion in developed and developing countries on this subject and also causes the governments to pay attention to social transfer expenditures within the scope of programs to fight against the poverty. In recent years, paying attention to social transfer expenditures within the scope of policies being followed in fighting against the poverty in our country has played an important role in decreasing the income inequality and poverty, even slightly. Through such a social transfer expenditure policy for fighting against the poverty, the policies such as moving the poor segments’ life standards beyond the poverty limit by providing them with occupational skills trainings and improving their personal skills by going beyond the contribution to their consumption budget should be followed.

Social vulnerability factors for children in an institution in Romania

This article is a revised version of my bachelor’s thesis at the Norwegian University NTNU1. The title “Social vulnerability factors for children in an institution in Romania” reflects the research question “Which social vulnerability factors are disabled children who lives in an institution in Romania exposed to?” The theme was chosen based on my last practical training that was carried out in the city of Iaşi, Romania. The methods used are literary studies, observations during my placement at an institution in Romania and theory on the subject. My main conclusion says that the phenomenon “institutionalized children” exists because of many factors such as poverty and cultural legacy and that the scope of those social vulnerability factors are broad and complex challenges children with disabilities in Romania are subjected to.

The aim of this study is to investigate the emergence of client-centered approach developed by Carl Rogers, its theoretical framework, and the use of its principles and techniques in social work practice. Rogers' clinical experience with social workers has helped him see that the leading models of psychoanalysis are inadequate, and hence the need to develop new treatment methods for practice. The focal point of this approach is the understanding that one is responsible for one's own life. Grounded in humanist psychology, this approach acknowledges that every individual has the potential to realize himself. Given that a client is accepted as he/she is and listened empathically, his/her latent powers will be revealed and he/she will be able to find solutions to his/her own problems. In the client-centered approach, the intervention process begins with the initial interview. Since the focus is the client, the client decides what will happen during the interview. The social worker does not make any assessment, neither gets a history nor monitors the agenda of the client's goals, but respects the client and exhibits a warm and welcoming attitude. It is the client himself who steers the interview. This approach reflects some of the ethical principles of social work such as the human principle, the biopsychosocial approach to assessment and intervention, the client's right to self-determination, the spiritual orientation of the client, and the prestige and honor of all people. Therefore, there are many aspects that are compatible with social work practice.

Kriza države općeg blagostanja

The economic depression of the 1930s created the preconditions for the making of the welfare state. Its theoretical expressions arc Keynes’s economic doctrine and Parson's theory of functional imperatives. These provided the theoretical arguments for the state’s intervention into the economic and social area. The current economic crisis has brought the concept of the welfare state into question. A way out is being sought again through an affirmation of the economic policy of liberalism (Reaganomics, Thatcherism). The neoliberal model however does not take into account that the relationship between the natural environment and the economic system has been disturbed on a world¬-wide scale. It therefore does not offer a genuine way out of the global crisis. Alternative theoretical models call into question the existing system of values and power structure. Such a model is L. Brown's economic model of a sustainable society. In order to create economic and political relationships that will take into account genuine human needs it will be necessary to alter the fundamental structures of the community. J. Caitung's model suggests the possibilities and forms of such a transformation which will have to take place in terms of a democratic process.

This article describes the origins and key principles for Canada’s healthcare system effectiveness. The focus revolves around the general principles of the sphere of medical care; namely, the orderly process of defining health problems, identifying unmet needs and surveying the resources to meet them, establishing priority goals that are realistic and feasible, and projecting administrative action, concerned with the adequacy, efficacy and efficiency of health services in Canada. The author outlines the dominant principle of the Canadian healthcare system; while complying with the international standards, it provides a highlyqualified medical care, furthermore, both high life expectancy and low infant mortality rates testify to this reality. Noteworthy, the bases of social organization and healthcare system in Canada were grounded in late twentieth century. The fact that the Second World War hardly ever devastated both country’s economy and the nation testifies to the public health system, being established in quite favorable conditions.

REDEFINISANJE SAVREMENE SOCIJALNE POLITIKE – ZAOKRET KA KONCEPTU SOCIJALNOG ULAGANJA

Over the past twenty years, the process of reforming national social policies in Europe has been marked by the debate on the possibility of social welfare provision, i.e. „welfare sustainability“ in the context of radical demographic changes, budget constraints and increasingly neoliberal demands for reducing the role of the state. In the context of current social policy debates, the traditional welfare state is unable to respond to the economic, social and demographic changes that have taken place in contemporary societies, since deindustrialization, rising unemployment, population ageing and globalization have limited, to a considerable extent, the ability of the state to meet the needs of its citizens through comprehensive social policy measures. In this regard, there are growing demands that traditional welfare state, with its focus on consumption, income transfers and welfare recipients passivation, should be replaced by the „new welfare state“ – social investment state. A shift to social investment state is reflected in the changing focus of contemporary social policy – from compensation programs to social investment, i.e. human capital investment. This approach implies that national social policies are oriented towards „preparing“ individuals, families and society in general for the various social and economic risks that they may be facing, instead of „repairing“ its consequences (Morel et al., 2012). Beside outlining and analyzing the concept itself, the aim of this paper is to show the extent to which social investment shift is made in the contemporary social policy, as well as in which policy areas its impact is most evident.

CHANGES IN THE SOCIAL PROTECTION SYSTEM IN THE REPUBLIC OF MACEDONIA

The process of creating public policies in the social protection inevitably changes the quality of life of citizens and society. The effectiveness of public policy is reflected in reliance on policy makers on the three most important resources: the legislative framework, human capacities and financial resources. In the past twenty years, the Republic of Macedonia has been continuously implementing reforms in the social protection system. The changes have been caused by the needs for responding to the social challenges that society is facing as result of transitional processes, guided by the experience and practice of the developed European social states. Strategic documents set out the development of social protection system with the specific aim of improved delivery of social services. Providing quality services, inter alia, involves the provision of efficient system of expert support, supervision and inspection, a change in the organization of the work of Centers for social work and the introduction of new methods of work. The change of the social protection actors is one of the most discussed topics in professional debates for development of the institutional framework of the social protection system in the Republic of Macedonia. Decentralization and pluralization of social protection is necessary to ensure the availability of social services in an efficient, economical and rational manner to all persons with social-protection needs. The positive effects of decentralization and pluralization in the social protection system will be evident primarily in promoting delivery of social services, by involving various stakeholders and citizen participation in the creation of local programs, to make the services available to most of the population, to be closer to the beneficiaries and tailored to their needs. This paper gives an overview on the development of the social protection system in the Republic of Macedonia, legal regulations and implementation weaknesses, as well as the current challenges and directions for promotion of the social protection function of the state.

Utilising Action Research to Enhance Critical Social Work Practice: Ukraine's Experience of Introducing Community Paralegals

The study was conducted to examine the course development process during which the perception of paralegal’s role in local communities of Ukraine was shaped. Based on action research and critical social work paradigm the study demonstrates the role of training participants in constructing new knowledge, and how the understanding of paralegals concept in Ukraine had changed under their influence. The findings from a few cycles of action research reveal that there are fewer limitations to be a paralegal in Ukraine, as it was presupposed, paralegals role has shifted from only service brokerage and providing information, to conflict-solving, and providing new initiatives in local communities, moreover, the educational program for paralegals was changed in terms of their requests and according to their regional specifics.

The paper discusses the process of democratization as a permanent and permanent obligation of states and societies. Democratization depends on many important factors that influence it. The result of democratization is a democracy that is broader and more complete with more rights and freedoms. Democratization entails fundamental political, social, cultural changes that are moving in a democratic direction. It can be a transition from an autocratic, semi-democratic or non-democratic system to a democratic political system. The result can be stabilization of democracy or destabilization. Democratization is influenced by various and numerous factors. The ideal results of democratization are for citizens to complete their rights, the right to vote, to exercise the rule of law, to improve the functioning of the system, to improve the standard of citizens.

Kvalitet socijalne podrške osobama treće životne dobi koje imaju institucionalnu i vaninstitucionalnu podršku

The aim of this study was to investigate the quality of social support with the elderly people through: exploring attitudes about the necessary social support, available social support in kinds and forms of provided social support to elderly people and to determine whether there is a statistically significant difference in attitudes about the quality of social support with the elderly people who have the institutional and non-institutional support. In the preparation of the theoretical part of the work, the research method of theoretical analysis is used, and descriptive-analytic survey method is used in empirical part. The research sample consisted of 150 elderly people who use residential care as a form of support and 150 elderly people living in their households and do not use the residential care. The results showed a statistically significant difference in the quality of social support to the elderly people who have the institutional and non-institutional support: the elderly people that have institutional support have a higher quality of social support than the elderly people who live in their households and do not use residential care.

From the point of view of the Family Law, as much as important it is to thoroughly regulate the material norms of adoption so much important it is to regulate the procedures or the process of their implementation. The Paper will in more detail consider the process and the assumptions that have to be fulfilled by the entities of its establishment, the course, the principle of secrecy and the effect of a complete adoption. In this Paper all these issues will be addressed in the measure in which it is necessary for these purposes, without the ambition of not leaving the room also for possible different opinions and interpretations. Also presented will be selected examples from the practice of the European Court for Human Rights. We shall also draw and present the conclusion we have arrived at after a careful selection of the contents and the volume of the Paper.

Since its emergence in 1995 the Danish People’s Party has become the second biggest political party in Denmark. The popularity of the DPP has also played an important role in the emergence and growth in popularity of the right-wing populist parties in the rest of Scandinavia. One of the most important factors that contributed to the growth in the popularity of the DPP has been the specific organisation of the party based on the charismatic leadership of its leaders Pia Kjærsgaard and Kristian Thulesen Dahl. The hierarchical structure of the right-wing populist parties combined with the party discipline enables the parties to react quickly to changing social attitudes, and as a result, to attract new voters.

LEADERSHIP STYLES AS PREDICTORS TO SUCCESS OF SCIENTIFIC-RESEARCH INSTITUTIONS IN BOSNIA AND HERZEGOVINA

Changes that accompany the 21st century require, as well as to various economic subjects as well as scientific-research institutions, constant awareness and readiness to expedite endeavors. Searching for competitiveness, and thus success, management requires that almost all resources are provided to meet the fulfillment of goals, and establish adequate relationships and culture within the organization. Significant role in this process certainly has a leadership phenomenon that is a key function in business. The leader of scientific-research institutions must possess charisma, a clear vision, and there is also a person the followers point loyalty to. The paper presents the results of the research conducted with the aim to determine the influence of leading styles on better business results and greater competitiveness of the scientific research institutions (43 institutions) of Bosnia and Herzegovina. The results showed that management of 79% of institutions preferred the transactional style of leadership. The results (F (3,326) = 11.20; p=.03; f²=.26)) also show that leadership styles can explain 20.4% of the mid-effect criterion variance and the model as a whole is statistically significant. In addition - a statistically significant unique contribution gives only the transactional style of leadership (β =.487; p=.014).

Effects of the Geographical Distance on Economic Well-being: Evidence from Colombia with Emphasis on Displaced Population

Forced migration and displacement are two well-known results of internal armed conflicts of nations. A fundamental relationship associated with these humanitarian movements is the one entailing the link between the geographical distance travelled by migrants and their economic well-being. As such a link remains unstudied in previous works, its empirical scrutiny is timely for migration studies. In this paper, we take the Colombian conflict as a case study to analyze this relationship empirically. Using data from the Longitudinal Social Protection Survey (ELPS) - 2012, we estimated a regression model, in which we tested different welfare measures and blocks of control variables. Contrary to what we expected, the results show that the elasticity of distance is positive and that it does not determine welfare outcomes for the displaced population.

SOCIAL PROTECTION IN SLOVAK REPUBLIC IN THE FIRST DECADE OF THE 21ST CENTURY

The article is a critical analysis of neoliberal approach to system of social protection in Slovakia, especially after the year of 2004, when a major reform of the Social Security Law and social policy took place. The focus is on specific sub-systems of the social protection – i.e. the system of social insurance, the system of state support and the system of social assistance – in the light of the constitutional and fundamental principles of law (liberty, equality, justice and solidarity), the actual content of the abovementioned systems of social protection and values and principles of the European social model of welfare state – and leads to author’ s overview of major flaws and spaces for improvement.
