Social Policy within the Framework of Public Self-Governance - Selected Topics

The article herein discusses selected issues of the effectiveness of public governance model at the Province level of self-governance in regard to providing support services to persons with disabilities. Described herein are tasks for carrying out the policy of social inclusion of persons with disabilities that are the responsibility of the Province self-governance. Also described is the method for carrying out the said tasks and the most frequently used model of public governance. Discussed also are the critical challenges and flaws of the said model of public governance. Presented also are some suggestions for changes in regard to the discussed areas. The aim of the article is to analyze province social policy toward people with disabilities. The article also attempts to evaluate the methods used to implement it. The article is based on the analysis of legal acts regarding the social inclusion policy of persons with disabilities at the level of the province, with particular emphasis on the content of province programs on equal opportunities for people with disabilities and counteracting social exclusion and assistance in the implementation of tasks for the employment of disabled people. When writing an article, the dogmatic method was used in the analytical approach. The article proposes a thesis that the collaborative governance model used to implement the social inclusion policy of disabled people at the province level does not ensure sufficient control over the efficiency of using public funds, and thus does not guarantee the effective implementation of public tasks by non-public entities.

The communist redefinition of syndicalism, together with the corresponding reinterpretation of the pre-communist legislation designed for the representation of professional interests, are taken as a baseline of the approach, which is then broadened into a general consideration of the relation between the juridical-normative bases of labor relations under communism and their actual social implications.

Private rental housing market underdevelopment: life cycle model simulations for Poland

The share of the private rental housing market in Central and Eastern European countries is low. With a survey data from Poland, I show that strong tenure preferences of households toward owning can be attributed to both economic and psychological factors. Building on these findings, I develop a life cycle model and I conduct counterfactual simulations to evaluate how changes in the structure of the rental market affect its size. I show that in the alternative scenario, which assumes (i) a change in the quality of rental services, (ii) lowering rental prices and (iii) diminishing fiscal incentives to own, the size of the private rental market is significantly higher, which leads to welfare gains for poor households.

The article ”Modernization of the national security system of the Republic of Moldova: achievements and perspectives” analyses the national security system as an integral part of the state, which is exposed to modernization processes. These processes affect the way in which citizens perceive the national security and it is reasonable to assume that the roles of security institutions will also be affected by these changes. The relationship between the state and citizens on the level of perception of national security at least has become increasingly problematic. The author considers that the basic diagnosis consists of the non-transparency of the activity of the state security organs, the perception of the current security institutions, especially of the Information and Security Service of the Republic of Moldova, as follower of the Soviet Union repression bodies and the loss of the citizens' confidence towards the state security organs.

Успостављање европског социјалног модела

In this paper the author analyses the content of the social policy of the European Union (hereinafter EU) and possibility for establishing and developing a European social model. The creation of the EU was driven primarily by the achievement of economic and political goals, while social issues stood in the background of integration processes. It was considered that, along with economic development, social issues will also be resolved, as they show up. Social issues were not completely ignored even within the initial phase of the creation of the EU, but the Treaty of Rome, in essence, foresaw that the social domain be left in the national jurisdiction. In spite of the shared competence in the field of EU social policy, important areas are in fact excluded from the EU’s competence, and in this field, soft law is being mostly adopted. The establishment of a European social model is also hampered by the fact that there are different models of social policy in Europe, and it is not possible to expect from the Member States to accept the creation of a European social model. The author in the paper presents the content and characteristics of social policy and its models in Europe, pointing out to significant differences, and then gives an overview of EU social policy and recent developments in strengthening social dimension by adopting documents on the future of the EU and social rights, which ultimately reiterated application of legally non-binding acts.

CHILDREN’S RIGHTS AS CONSUMER OF LATIN AMERICAN SCHOOL FEEDING PROGRAMMES

School feeding programmes (SFP) provide food to millions of children around the world in partnership with United Nations` member states using the existing school infrastructure. (State of school feeding Worldwide 2013). Thus, it has been necessary that each state and / or government develop the creation of SFP as part of its public policies, in order to provide quality and safety food supplements and services to children and adolescents of school age. Program operators become suppliers of goods and services, creating a consumption relationship, where the food recipients are the final consumer. Therefore, this consumption relationship is protected by international protocols, consumer policies and regulations of the constitutional and legal order, which protects consumers’ rights with special relevance for children and adolescents. Experience in Latin American countries such as Colombia, Brazil and Chile (Feeding the Future 2018) has determined that access to nutritious food leads to eradication of hunger and malnutrition; school attendance and permanence and contributes to closing gender gaps in school education. (Zero hunger 2018). This paper reviews the evolution and development of the SFP from the Colombian experience, as well as the identification of bad practices, abuses and complaints in the operation of the SFP. As a result, SFP`s act as form of protection of children`s rights as consumer through the application of consumer rights regulation.

Bireysel Emeklilik Sistemindeki Şirketlerin Performanslarının Gri İlişkisel Analizle Ölçülmesi ve Bir Uygulama

Private pension system is a system that is based on making regular savings in order to maintain the current standards in active work life, is voluntarily participated in, and is supported by the state. In this study, it is aimed to measure the performances of 18 private pension firms which are under supervision and surveillance of Pension Surveillance Center, Capital Markets Board, and Undersecretary of Treasury. The performances of these firms are examined considering five criteria, which are the number of participants, participants’ sum of funds, state-supported sum of funds, contribution margin sum of funds, and the number of retired participants. Because the Grey Relational Analysis is easily used in all fields and produces good results even with very few data, it is preferred for the practical application of the study. The analyses are carried out by using the data from Pension Surveillance Center dated 24.11.2017. At the end of evaluations, Anadolu Hayat ve Emeklilik Company was found to be the one with the highest performance and Aegon Emeklilik ve Hayat Company the one with the lowest performance.

Sytuacja polityki mieszkaniowej w województwie kujawsko - pomorskim

The aim of the paper is to present the situation of housing policy in the kuyavian-pomeranian voivodeship against the background in Poland. Using the methods of statistical research, the authors defined the state of housing in the region and on this basis they defined the strategic directions of the housing policy of the voivodship. The research shows that there are profound differences in the area of meeting the housing needs depending on the type of settlement (large cities, other cities, villages). In addition, the level of satisfaction of housing needs in the voivodeship is lower than in the whole country. As a result, a policy is needed to reduce the differences in the voivodeship and to achieve a national average in meeting the housing needs of the region.

Formalne regulacje zatrudnienia a perspektywa różnorodności kapitalizmu

This paper analyses how the role of formal employment regulations (labour law) is described in the propositions of researchers who use the varieties of capitalism perspective (VoC). VoC is paradigmatic in comparative research on capitalism. The paper presents the different approaches to the role of regulations that intervene in the relations between employers and employees. Some researchers ignore formal employment regulations and focus on larger units of analysis. The next group of researchers is more focused on comparing systems of production in different states and concentrates on the economic function of labour law. Researchers who combine economic analyses with research on the welfare state treat employment regulation as a supplement or substitute for the instruments of the welfare state. Finally, research focused on the issue of institutional change tends to integrate both functional approaches and treats formal employment regulations from the point of view of institutional coherence, manifesting a specific, identified function. The paper argues that the conceptualization of the role of formal employment regulations depends on the way one understands the role of formal law and institutions within the economic order. Institutions can be seen either as a formal ‘superstructure’ that eases economic coordination, or as a manifestation of the will to limit the expansion of market logic.

Organizacja systemu opieki nad seniorami wyzwaniem dla samorządów lokalnych

A significant part of the activities undertaken so far under the senior policy, also at the local level, have been focused on seniors’ social (physical and educational) activation. The growing number of the oldest seniors, with limited independence, living alone in single‑person households, away from their families, will force the policy priorities to be reoriented in such a way as to develop efforts to provide different types of support and care for older citizens. The results of research carried out by different researchers confirm that the system of care for seniors with independence restrictions, based mainly on the family members support, is no longer applicable. However, finding a good solution in new conditions will be extremely difficult. First of all, due to the seniors’ preferences (the desire to spend old age in their own home, in familiar surroundings), social conditions and family relationships (singularization in old age, loosening family and social relationships, transferring social relationships into the virtual sphere inaccessible for many seniors), labor market situation (staff deficit in the care system) and public finances (the need to rationalize the growing public expenditure related to the provision of health and care services). The aim of the article is to present selected aspects of seniors’ care system organization in Poland in local territorial units’ perspective. In the article author presents the results of literature analysis of seniors’ care system in Poland, discusses the results of an interview conducted among the seniors of one of the Pomeranian communes regarding availability of care from the closest family members, as well as proposes the concept of organizing the local care system for seniors.

Rodziny pomocowe – „martwy zapis” w ustawie czy realna pomoc pieczy rodzinnej

Poland, following the example of other European countries, has made significant changes to the system of child and family care. New solutions in the foster care system were introduced in the form of assistance families in order to support and temporarily replace foster carers. Information on the assistance family was collected by means of internet research, mainly through thematic forums, chat rooms and social networking sites. However, it was extended during surveys in selected districts of the Lubelskie and Świętokrzyskie Voivodships. The respondents’ opinions on the support families were not unequivocal, there were supporters and opponents of this idea, both among employees of social welfare institutions and interested substitute caregivers.

Social workers today have at their disposal modern tools (computer programs, computer equipment, smartphones), they have much faster access to information, document patterns, and good practices. Social work is changing, the competences of social workers are changing. The social work itself as a practical activity is developed thanks to the development of social work as a scientific field. The educational process, currently at the academic level, places emphasis on building relationships between science and practice. The knowledge, skills and competences of graduates are to be the answer of the didactic process to the needs of the social welfare system. The ubiquitous standards are designed to unify both systems, to objectify their principles. In its essence, social work escapes the standards, empowering clients and social workers themselves, incorporating elements that escape standardization and objectification. About these three elements is this article – the intuition of a social worker, empathy and mentalization.

Innowacyjne rozwiązania w pracy socjalnej – perspektywa publiczna

Contemporary trends in the creation of state social policy focus on the concept of multisectorality, which provides theoretical analyses and practical solutions. The model of multisectorality most often points to the model of the triangle of society’s welfare. It assumes the coexistence of three components of the state, market and households (the concept of welfare mix). The model of the society’s welfare triangle has been modified over time. The category of civil society and the various sub‑sectors were replaced by households. The new concept of multisectorality consists in the equality of all sectors and the transfer of tasks from the state sector to other sectors. In the adopted assumptions, none of the sectors should dominate, and the state’s task should be to organise optimal conditions for successful development, including providing the necessary legal, financial and organisational resources, while maintaining the state’s regulatory and control functions. The aim of the article is to present selected innovative solutions present in the area of social work, which are consistent with the modern approach to multisectoriality.

Social Policy Heritage of the UN and European Countries Related to Elderly Persons

In every developed social system, the prevention of discrimination and victimization of elderly persons is one of the most important indicators of the overall status and social position of this vulnerable social group. In the specific circumstances of the social environment, the social position of elderly persons is largely determined by their specific living circumstances, their status of unemployed (retired) persons, as well as by the fact that they may be perceived as an economical, emotional and social burden to the younger generations. Yet, it is a matter of fact that all active (currently employed) persons will eventually become part of the inactive (retired) population. Elderly persons have already given their contribution to society and social progress, which entitles them to expect assistance and protection from society during the “third” and “fourth” periods of their lives. If young persons have the power to make decisions and lead society, they also have the power to exert significant impact on the social position and quality of life of the elderly, and thus contribute to improving the quality of their own future. The issue of victimization of the elderly is usually associated with a high “dark number”.

Measuring the quality of the Working Alliance in Flemish community supervision practice: A validation study of the Working Alliance for Mandated Clients Inventory

This article describes the psychometric properties and factor structure of the Working Alliance for Mandated Clients Inventory (WAMC-I). First, we explain how, in contrast to other European jurisdictions such as England and Wales, community supervision in Belgium remains a specific form of social work practice, which is referred to as “social work under judicial mandate” (Devos, 2009: 18). Just as in general social work practice, the professional relationship between practitioners and clients1 is considered to be of paramount importance in community supervision practice. To capture the essence of this professional relationship, we draw on the pan-theoretical concept of the Working Alliance (WA) (Bordin, 1979) and a theoretical adaptation of this concept for the field of community supervision (Menger, 2018). Building on this theoretical adaptation, an instrument to measure the WA was developed for the Dutch context of community supervision: the WAMC-I. The objective of the present study is to assess the psychometric properties and factor structure of the WAMC-I with a sample of justice assistants2 and clients in the Flemish Houses of Justice. This study offers an elaborated conceptualization and operationalization of the concept of the WA. Preliminary tests on the psychometric properties and factor structure of the WAMC-I show that three factors on the WAMC-I for professionals proved valid and reliable: trust, clarity of rules and regulations and reactance. However, tests on the WAMC-I for clients showed no factor solution. Based on the theoretical framework of the WA and scientific-methodological arguments we express our reservations about the use of the WAMC-I and offer suggestions for improvement.

A home is more than a roof over your head: Post-prison reintegration challenges in Austria

Life after prison can pose challenges for the formerly incarcerated, their families, and wider communities. This research studies Austria where probation services are either mandated by the court or sought voluntarily after prison. Through semi-structured interviews with formerly incarcerated individuals, reintegration experiences from their perspectives are examined. The narratives emphasized social factors that either assuage or complicate life after prison. The main factors addressed were stable housing, the maintaining and (re)building of relationships, and employment. Overall, a lack of stable housing appeared to complicate life after prison the most and also negatively affected relationships and employment. For some, life after prison was further exacerbated by immigration status and a perceived stigma related to the nature of one’s convictions. This study shows the importance of working towards a better understanding of the social context individuals are released into after prison to better meet their individual needs and to counteract recidivism.
