Studiul științific al noțiunilor despre completarea fișierelor și notițelor de autoritate pentru pseudonimele colective, realizat în prezentul material, pornește de la considerentele pragmatice ale unei asemenea cercetări, definește terminologia biblioteconomică a controlului de autoritate pentru acest tip de fișiere, realizează clasificarea pseudonimelor colective și detaliază istoricul lor. Articolul își propune să rezolve dificultățile apărute la stabilirea formei autorizate și a variantelor de nume, la realizarea legăturilor dintre creațiile scrise în nume propriu și cele sub pseudonim colectiv și la completarea notelor de utilizare, pe baza regulilor, normelor, principiilor de catalogare și control de autoritate existente pe plan internațional.

In the present article, the scientific study of the notions regarding the completion of the authority files and notes for the collective pseudonym starts from the pragmatical reasons specific to a research; it defines the library terminology for the authority control, in the case of these files; it also deals with the classification of the collective pseudonyms, bringing details about their history. The article intends to solve the difficulties in the settlement of the authorized records and names variants; it makes the connections between the works written under an individual name and those written under the collective pseudonym, in order to complete the use notes, based on the international cataloguing and authority control rules, norms and principles.

Articolul îşi propune să sintetizeze preocupările privind prezervarea şi valorificarea patrimoniului documentar prin digitizare şi realizarea Bibliotecii Digitale a României. Sunt evidenţiate prevederile Politicii Publice de digitizare şi principiile de realizare a bibliotecii digitale naţionale. De asemenea, sunt semnalate activităţile şi proiectele relevante de realizare de conţinut digital care exprimă patrimoniul cultural şi ştiinţific din biblioteci din sistemul naţional de biblioteci. Insuficienţa resurselor umane, financiare şi tehnologice precum şi renunţarea sau amânarea asumării la nivel naţional a unui asemena proiect reduce realizarea Bibliotecii Digitale a României la eforturile câtorva instituţii implicate.

The article aims to synthesize the actions for preservation and valorization the documentary patrimony through digitization and creation the Romanian Digital Library. There are underlined the provisions of the Public Policy for digitization and the principles to achieve the national digital library. In the same time, there are mentioned activities and projects relevant for creating digital content that expresses the cultural and scientific patrimony from the national library system libraries. The insufficient human and financial resources and technological means, as well as the lack of commitment and project postponing at national level reduce the achievment of the Romanian Digital library to the efforts of some institutions.

The Scientific Library of Alecu Russo Bălţi State University remains to be of the highest category institution in accordance with Government Decision no.381 of 13.04.2006. It is a Departmental and Territorial Librarianship Center based on the Order of the Ministry of Culture no. 2 of 13.01.2015 (previous - 2004).From 2003 the Scientific Library acted as a Regional Depository of World Bank , integrates 6 Centers, an Information Point, 3 international collections, and 10 private collections, participated in 2016 in 3 projects that brought more benefits, including technical equipment worth 110,647 lei ( 5,270 euros). Beyond the annual budgeting constraints and the many problems faced by librarians they are confident in the digital future of the information institution, an objective developed with the active completion of the USARB Open Research Archive (ORA) and the indexing the academic works in open libraries and platforms. Librarians became credible guides that help students, teachers and students navigate to a constant change in the environment of information and communication technologies. The role of those who participate in raising children, parents in the first place, and then teachers and librarians, is huge on the path of developing learning motivation. Reading with a book in the hand or reading from the screen reveals a new world and opens the door to the unknown. It is up to adults to develop the need and desire for discovering this new world through reading and learning. The habit of reading and visiting library regularly is formed in childhood, when library becomes a place of pleasant and cultural pastime, a place that children gladly visit in their free time. The aim of this paper is to define the ways how parents, teachers, and school librarians working together can cultivate a love of reading in school children.

The article describes the books of the series “Biblioteka Harcerskiej Służby Polsce Socjalistycznej”, which were edited by Młodzieżowa Agencja Wydawnicza i Horyzonty in the years 1976–1981. Aims of the series, subject of particular volumes, their information and sometimes ideological character are described. Stylistic effects and authors’ strategies to comprehensible young readers economic, political and social themes and to create their world-view were specified. It was also noticed that some of the series’ volumes included critical opinions directed at political authorities.
